The Circular makes it clear that the pre-sold commercial houses that have been mortgaged for projects under construction within the city, and the licensed commercial houses (that is, existing houses) that have been registered for the first time and the establishment of mortgage rights, after the completion of housing mortgage sales and net labels, the parties may apply to the real estate registration institution for the relevant business of "first-hand housing transfer with mortgage".
