[four departments: to guide the leveraging of financial and social capital to increase investment to make up for the shortcomings of agricultural and rural infrastructure] the Ministry of Agriculture and villages, the National Development and Reform Commission, the Ministry of Finance, and the Ministry of Natural Resources issued a circular on the National Plan for the Construction of Modern Facility Agriculture (2023-2030). At present, China's economy is facing the triple pressure of demand contraction, supply shock and expected weakening. We need to give priority to expanding domestic demand. The construction of facility agriculture can promote the consumption of steel and cement building materials and other raw materials, promote the development of supporting industries such as equipment manufacturing and intelligent facilities, and the strong pulling effect of investment is an important part of expanding domestic demand. It is necessary to guide the leveraging of financial and social capital to increase investment, make up for the shortcomings of agricultural and rural infrastructure, and form the basis of effective investment in rural domestic demand. By 2030, the scale of modern facility agriculture across the country will be further expanded, the regional layout will be more reasonable, the conditions of scientific and technological equipment will be significantly improved, and the capacity of ensuring stable production and supply will be further enhanced. The labor productivity, land output rate and resource utilization rate of facility agriculture have increased significantly, the quality efficiency and competitiveness of development have been continuously enhanced, and the income of farmers engaged in facility agricultural production has increased substantially. The level of self-sufficiency of vegetables in major large and medium-sized cities across the country has continued to rise, the large-scale rate of animal husbandry and aquaculture has reached 83%, and the output of aquaculture aquatic products in facility fisheries accounts for 60% of the total output of aquaculture, effectively ensuring a stable and safe supply of facility agricultural products.
