FIFA, June 12-the interbank bond market self-discipline organization recently issued a draft for soliciting opinions on standardizing bond issuance business. According to the consultation draft, some bonds have recently been found to have problems such as imprudent pricing, low-price underwriting in exchange for market share, failure to follow the market-oriented principle to determine the interest rate range, and other problems. According to the draft for soliciting opinions, the issuer should take the initiative to maintain the order of fair competition in the market, and shall not interfere with the pricing of the issue through comprehensive business cooperation, or specify the issue interest rate (price) in violation of the principle of marketization. The issuer shall, in accordance with the principle of marketization, reasonably set up the scoring indicators for the comparison and selection of underwriting institutions, and the scoring indicators and underwriting fees shall not be directly or indirectly linked to the issuing interest rate (price).
