Among them, it is proposed that enterprises that apply for the qualification of retail operation of refined oil products should apply to the designated departments of the municipal government where they are located. The designated departments of the municipal government shall examine and verify in accordance with these measures and local implementation rules, grant the qualification license for retail operation of refined oil products to those who meet the prescribed conditions, issue the Certificate of approval for Retail Operation of refined Oil products, and submit the list of examination and approval enterprises to the relevant departments.
