It is necessary to strengthen the "three links" of consultation, research and judgment, early warning release, and response. Rolling organizations will hold joint meetings, discuss and study decisions, highlight the short-term and imminent early warning of torrential rain, earnestly implement the "response" mechanism for disaster early warning directly to those responsible at the grass-roots level, preset emergency rescue forces and materials in advance, and deal with dangerous situations in a timely manner. Once dangerous signs are found or transfer conditions are met in the affected areas, the threatened personnel should be transferred decisively, and the "three key points" should be highlighted: preventing mountain torrents and geological disasters, doing a good job in flood prevention and response in small and medium-sized rivers, and ensuring flood safety in small and medium-sized reservoirs. The meeting also made arrangements for the prevention and response work such as the construction of mountain torrents and geological disasters along the Sichuan-Tibet line and snow-melting floods in some rivers in Xinjiang.
