Once dangerous signs are found or transfer conditions are met in the affected areas, the threatened personnel should be transferred decisively, and the "three key points" should be highlighted: preventing mountain torrents and geological disasters, doing a good job in flood prevention and response in small and medium-sized rivers, and ensuring flood safety in small and medium-sized reservoirs.
