The three departments should be given a heavier punishment in several cases when they openly solicit opinions on punishing Internet violence in accordance with the law.

The Ministry of Supreme Law, Supreme Procuratorate, and the Ministry of Public Security drafted the "guidance on punishing Cyber violence crimes according to Law (draft for soliciting opinions)" and is now soliciting opinions from the public. The guidance points out that whoever commits a crime of cyber violence under any of the following circumstances shall be given a heavier punishment: 1. For minors and the disabled; 2. Organize the implementation of "water army" and "goons"; 3. Fabricating "sex-related" topics that infringe upon the personal dignity of others; 4. Using "deep synthesis" technology to publish illegal or bad information, contrary to public order, good customs, ethics and morality; 5. Initiated and organized by network service providers.
