The draft puts forward specific requirements such as the conditions and methods of buyback, the detailed rules of listing transactions, the change of the main body of the contract and the change of immovable property rights. The share of housing property right shall not be transferred if the family that has purchased the common property right has obtained the real property right certificate for less than 5 years. If a house-buying family really needs to transfer the share of housing property rights due to family members suffering from serious illness, the property owner shall apply to the district housing administrative department, which shall be repurchased by the jointly contracted agency after being examined and confirmed by the district housing administrative department. If a family member applies for repurchase for reasons other than a serious illness, the district housing administrative department shall, in conjunction with the District Development and Reform Commission, the District Finance, Planning and Natural Resources Commission, the District Civil Affairs and other departments, convene a joint meeting for deliberation.
