The circular pointed out: at present, various parts of the country are entering the flood season one after another, and all central enterprises should strengthen organizational leadership and implement their responsibilities, establish and improve flood control and disaster relief systems, and cover flood control responsibilities to every grass-roots unit of central enterprises and project departments under construction. Hydropower, mining, dangerous chemicals, electric power, communications, construction, transportation and other enterprises should, in the light of the work characteristics of their own industries and units, focus on major risks in flood control, and implement emergency rescue teams, materials, equipment, and expert forces. we should earnestly do a good job in emergency duty in flood season, and strengthen emergency support and information reporting. At the same time, central enterprises should actively fulfill their social responsibilities, make preparations to participate in social flood control, rescue and disaster relief, and cooperate with each other in flood control and flood fighting.
