Shanghai: support private enterprises to widely participate in the construction of data, computing and other artificial intelligence infrastructure

(Shanghai: supporting private enterprises to extensively participate in the construction of artificial intelligence infrastructure such as data, computing, and other artificial intelligence)-- Shanghai Development and Reform Commission recently issued a number of policies and measures to support the development of private investment in Shanghai. Among them, it is proposed to encourage private capital to invest in new infrastructure. We will extend the implementation of the discount policy for new infrastructure projects until the end of 2027, providing an interest subsidy of up to 1.5 percentage points. We will give full play to the guiding role of special projects for the innovation and development of artificial intelligence, and support private enterprises to extensively participate in the construction of data, computing and other artificial intelligence infrastructure. We will promote the reform of the "supplementary demand side", support universities, scientific research institutions and state-owned enterprises in using data storage and computing resources of private investment through government procurement and leasing, support private enterprises in renting arithmetic and storage resources through scientific and technological innovation vouchers, and encourage government departments to rent special arithmetic power for private investment to support professional scenarios such as large semantic learning, metasmology, space-time map and so on.
