Huang Hong, former vice chairman of the China Banking and Insurance Regulatory Commission, said that policy banks are encouraged to provide special loans to support key tasks in basic science, and when necessary, local governments can share risks by setting up a risk compensation mechanism and providing financial discounts. With regard to the capital market, Huang Hong suggested that for basic scientific research institutions, the listing procedures should be simplified, the listing requirements should be relaxed, the dual ownership structure model of different rights of the same shares should be promoted, more control should be retained for core professionals and technical personnel, and the endogenous motivation and vitality of the institutions should be retained.
