To coincide with the expiration of the 42nd Border Clause in the United States, the bill includes restarting the construction of the border wall, increasing funding for border personnel and upgrading border technology, reviving the "immigration protection agreement" or "stay in Mexico" policy previously implemented by the Trump administration in January 2019, imposing new restrictions on asylum-seekers and strengthening requirements for electronic verification of immigration identity. The bill is not expected to pass in the Democratic-controlled Senate, but the Senate hopes to use it to allow the two parties to negotiate comprehensive border security and immigration reform measures in the coming months.
